El proyecto quiere de igual manera utilizar las bajas temperaturas del invierno para enfriar la ciudad durante el verano mediante el uso de una gran bloque de hielo formado con las bajas temperaturas.
Para ello se crearán artificialmente unas placas de hielo de gran grosor empujando el hielo formado al fondo para aumentar artificialmente su grosor. Este fenómeno se produce de forma natural en algunos lagos del norte del país donde el hielo se agrieta durante la noche permitiendo el paso del agua a presión del río a la superficie.
La capa de hielo así formada tiene unos 7 metros de espesor, en comparación con el metro que se forma de forma natural, y soporta mejor las altas temperaturas.
Imitando este proceso se va a perforar la superficie del hielo del río Tuul, que pasa por la ciudad, haciendo que el agua suba a la superficie. El proceso se repetirá durante el invierno a intervalos regulares.
Se espera con este proyecto mitigar el efecto isla de calor que se da en cualquier ciudad, y en consecuencia disminuir la disminuir la demanda eléctrica en verano debida al uso del aire acondicionado. Si tiene éxito la idea se extenderá a otras ciudades del país.
